ELECTRONIC REGISTER OF CERTIFICATES OF BULGARIAN ORIGIN AND ACCOUNTING SYSTEM

Web Trade has been developing and maintaining the SOFTWARE SYSTEM “ELECTRONIC REGISTER FOR CERTIFICATES OF BULGARIAN ORIGIN AND BUSINESS SYSTEM” for the State Agency for Bulgarians Abroad since 2010. The system includes an electronic process for accepting an application through a website, at the counter and ex officio, the approval process, issuing an opinion, generating refusal orders, terminating or issuing a certificate of Bulgarian origin. The document management system includes incoming mail, distribution by departments, processing by one or many employees, transfer of files, outgoing mail, categorization and automatic numbering.

Modernization of hardware and software servers. Electronic register of GDPR declarations, register of versions and types of declarations. DPO role for the head of personal data protection. Update the security system and automatic archives. Introduction of a system for automatic monitoring of the level of services. Developed additional reports for control of deadlines, additional process with roles proposing a change in the schedule and acceptance of the schedule. Generate change protocols. Added SSEV direction.
DABCHO 4.0 - RENEWED SUBMISSION OF APPLICATIONS FOR “ELECTRONIC REGISTER OF CERTIFICATES OF BULGARIAN ORIGIN AND BUSINESS SYSTEM”, DEVELOPED FOR STATE AGENCY.
Printing a counter of declarations under the LPD. Improving the application form through the Agency's website. Send verification e-mail for confirmation upon registration. Analysis of risk profiles according to different criteria and their blocking.
DABCHO 3.0 - DEVELOPMENT OF FULL FUNCTIONALITY FOR ELECTRONIC SERVICES FOR SUBMISSION OF APPLICATIONS FOR ISSUANCE OF BULGARIAN CITIZENSHIP CERTIFICATE /01.07.2012
Design and development of full functionality of the system focused on providing full electronic services to citizens. Citizens can submit online applications for a certificate of Bulgarian citizenship through the website of the agency www.aba.government.bg, in the section "Administrative and Legal Services / Online registration for applications". Citizens independently fill in the main part of the information necessary for submitting an application, thus increasing the efficiency of the Agency's work. They receive the completed application by e-mail. The Agency can manage the calendar for accepting applications according to the available resources. When submitting an application via the Internet, citizens can indicate on which of the free days it is convenient for them to enter the documents in the Agency, thus avoiding the accumulation of queues at the counter.
DABCHO 2.0 - DEVELOPMENT OF ADDITIONAL FUNCTIONALITY PROVISION OF ELECTRONIC SERVICES FOR CITIZENS RELATED TO VERIFICATION OF THE STATUS OF APPLICATIONS BY ZAJAVO GEAR SUBJAN
Design and development of advanced functionality of the system oriented to the provision of electronic services to citizens. The main new functions are automatic issuance of a receipt for accepted documents for issuance of certificates, as well as verification of the status of processing applications by citizens and consulates through the website of the agency www.aba.government.bg, in the section "Administrative and Legal Services" .Optimization of the speed of the record keeping system has been made. New reports related to the status of applications and final statuses have been developed.

The system was designed, developed, tested and put into operation within eight months. From 03.01.2011, the Agency transfers all its main activities to the system.
The system has an extremely high degree of reliability and protection, is based on client-server technology with mechanisms for automatic archiving, individual rights and a log of all activities performed by operators. It serves the entire process from the receipt of applications by the counter, consulate or the Ministry of Justice to the delivery of the issued certificate. The architecture of the system is fully compliant with the work process, all rights and responsibilities of the employees of the SABS have been realized. We accept acceptance of applications for duplicates and successive certificates, monitoring the deadline for processing applications, a number of intermediate and final statuses of applications, secure and reliable process of confirming the final status of an application by three experts, automatic printing of certificates, transmission of certificates , search, analysis and monitoring. With the help of various reports, analyzes can be made regarding the directions of acceptance / issuance of certificates, the interest of citizens from different countries.
